What level of technical knowledge do I need to use CloudMonitor?

None whatsoever. CloudMonitor is a standalone suite of products considering of a Bot, an Admin Portal, Cost Dashboards and some other services. It is aimed at Project Managers, SysAdmins, Cost Centre admins and Directors.
